At the same time, I wish to be understood to condemn the system upon which the Railway and Loan Ordinances, at present in sus- ' pense^are 'framed, viz.; that of paying for a great ! imd extraordinary work partly by loan, but chiefly j by abstracting annual revenue from its legitimate purpose, thereby crippling all branches of ordinary | public works. Since the last occasion on .which I had the honor of being returned as one of your representatives, questions of considerable importance have come under the consideration of the Provincial Council j on all of these I have voted with a view to secure a result which should be beneficial to the province at large. I have opposed the railway project, not from any objection to the scheme in" itself, but because, as we are heavily in debt, at hSast one year of economy, will, in my opinion, be requisite before we'sbould be in a position to enter upon such an undertaking. I have invariably opposed extravagance of expenditure, and have advocated the utmost publicity of the public accounts. This latter result would be secured by my presence in the Council as Provincial Auditor; and in the event of your again honoring me with your eonfii dence, I should hope,'on this account, to be able to | render you more efficient service than, heretofore.
