GAZETTES.

The General Government ' Gazette,' November 30, contains a proclamation by his Excellency, appointing Colonel Charles Emilius Gold his Deputy or Lieutenant Governor in the Province of Auckland. This appointment seems to he permanent. It does not in any way abridge the powers of the Governor-in-chief.

The • Gazette' of December 5, No. 38, contains a proclamation that all letters on the public service of H.M. naval and military forces shall be exempted from payment of postage, provided that they shall be endorsed by the senior officer of the service, and shall not be forwarded by any route entailing actual expenditure on the part of the Government. A Militia district is established at Napier. Quarantine Regulations for the colony are published, as adopted. Post-office Regulations for providing private boxes are issued. The announcement is made that the following Acts of the General Assembly have been left to their operation by her Majesty, viz: —No. 1. "An Act for the Interpretation of Acts of the General Assembly of New Zealand." No. 33. "An Act to declare what shall be deemed the Ordinary Revenue of the Colony, and to provide for the Regulation by the General Assembly of the costs of collecting the same," No. 40, "An Act to regulate the Collection and Management of the Revenue of Customs." No. 6G. "An Act to provide for the distribution of the Surplus Ordinary Revenue amongst the several Provinces of New Zealand." Tenders are called for, for the conveyance of mails between Wellington and New Plymouth, overland, f rom June 30th, 1860."'' Instructions to Registrars of Shipping* with regard to transactions in which a certificate of sale is outstanding, are published, as directed by the Board of Trade.
