The New Provinces Act was undoubtedly passed in a hurry; several of its provisions always appeared to us injudicious, and there is little doubt but that the act will by and by require modification. Its avowed intention; was unquestionably to carry out the spirit of the Constitution Act by extending local self-government to those portions of the colony which have heen. virtually excluded from its benefits: so far it asserts a satisfactory principle. -The great objections to the enactraent lie m the provisions for constituting- the new province. It certainly appears extraordinary that should He with T certain proportion of the registered electors of a qualified, district to call upon the Government peremptorily to erect such district into a separate province. We are, however, prepared to make due allowances for the difficulties under which the Government laboured in. touching m any way the boundaries of the lit le ; kingdoms of New Zealand, ho *ev°r centralizing or tyrannical might be their system of Government.
