Berlin, October 21.^At' one o'clock precisely the members; of .b ith, Chambers assembled in a iinited r sitting, and received, from his RoyaT Highness thY Prince Regent a message, accompanied by legalised copies b'f.the royal decree of the 7tW iftstant,arid' vof the proclamation-of the Prince of Prussia of the ;9'thinstant; <Jn .the message the Prince Regent requests the.
