All persons desmous of obtaining assisted pris-sages-to thp'Provinco of Canterbury in vessols'irndor contract with tho Provincial Government, may receive assistance as follows: < 1. Tho Government will afford assistance equal m amount to the suni paid "hi cash by' the passcngor. If thcro "shall be any balance, the Government will advance itb.o;stiui, taking: from the passenger promissory notes for, the amount advanced, payable to the Treasurer of the Province. Such notes will bo made payable on demand, but, unless thepassenqor dispute the debt, or shall attempt to leave the Province, payment Ayill, only be required in sums of five pounds "at periods of six months after landing. .. , 2. Any persons .residing in the, province desirous of assisting thmr friends: m" England, or elsewhere, to obtaiu-assisted possages to the- Colony may do so by drawing a Bill to tho!orderTof tho Provincial Treasurer, accepted by a substantial householder, also resident ml the province, to'be approved of by the Superintendent as sufficient security for the same; this bill may then be transmitted to the person who is desirous of emigrating to the colony, and being by him presented toUhe Emigration Agent will be received in lieu of cash payment, as hereinafter provided;' the bitiwill be re-transmit-ted by the Agent to the Colony, and must be paid immediately on preseritatidri. 3. No person will be allowed any assistance unless he shall have been approved of by the Emigration Agent inrEngland, No single man above the ago of 40 years, no person above the age of 50, unless a member of a,large family, and no.person above 60 years, under any circumstances, will be allowed assistance. : . • 5. When bills are tendered in payment as cash in England, the amount of assistance given by the Government will be one-half of the amount of Bills. Persons therefore wishing" to;' give their friends in England the utmost amount of assistance must give bills 'for^two-thirds of the whole amount of .the passage money.-1 ■ 6. The Provincial Government ai*e unable at present to state at what sum. the.rate of passage money to the Colony will be 1 fixed • but all"bills will be pre pared on < the supposition that - it-will amount to £20; should it be less, a proportional part of the bills will be remitted>atvthe time:of /re-payment. 7. NOTICE TO ENGINEERS, ARCHITECTS, AND BUILDERS. riIHE Provincial 'Government invite JL Designs for Building a Bridge over the River Waima&ariri, seven miles from Christchurch. ~ Each . Design. ; must b.e \ accompanied by a detailed estimate of the cost of construction, which must not exceed twelve -thousand- pounds. Mfty-pounds r-wi 11-be-paid-for the best, -and twenty-five pounds for the second-best .design.: The designs "to • beloome thef- j?rj?Pj^y~i°£—eProEincl^~:&oyernTn'en^ __.„_ - The whole of the designs - e received -will be submitted to 'Cblonel Mould, Consulting Engineer; to,; the Colony,;, by; whose _ judgment the Provincial Government will be guided' in their award. , ( The Provincial Engineer's, designs will be submitted to Colonel Mould with the rest, but will not be admitted to the.? competition;for the premiums. Designs must be sent in not later, than February 1/ 18p9, "addressed to the Provincial" Secretary, Government Offices, Christchurch, and endorsed "Design for Waimakariri Bridge." The rejected, designs will be returned to their owners as soon as possible after the Provincial Government have made their award. INSTRUCTIONS TO COMPETITORS. - The width 0/ the River is 1290. feet from bank to bank. The ground, on each side of the River is flat'for some distance, arid the banks are on a level with the line of the highest freshes. The ordinary water line is eight feet, arid the deepest part of the channel twelve feet below the banks. . . . The bottom of theßiver is a shifting bed-of shingle at :a depth of from four to; twelve feet below the banks, resting on clay at a further depth of four feet and upwards. The soil of the ■ banks' is sand^ and' light loom. The material of the Bridge is left to the discretion of competitors. Competitors, will attend especially to the following points :— Risk of scouring the-foundations. Danger from drift timber in freshes. Difficulty of securing the banks. Simplicity- of construction. • Facility of repairs. ■. . Economy in cost. ' The Provincial Engineer will be in Akaroa during the first week in January .for the purpose of pointing out the works' *to intending contractors, after which specifications may be seen and forms of tender obtained on application to Mr. James' Roberts, C.E;, Akaroa. Tenders to be sent in to the Resident Magistrate, Akaroa, on or before Saturday, Jan. 15th, at Noon. The Government will not bo bound to accept the lowest or any tender. E.
