HAWKE'S BAY.
We have the ' Herald' of November 27, and December 4.
The Provisional Committee who are looking after the province until the time when it shall be full fledged, have agreed upon the division of the province for electoral purposes. Mr. Tiffen is authorised to continue the public works in progress and to make necessary payments. Electioneering spirit is not going to lie long asleep ; antagonism has already made itself practically visible. Length}' correspondence in ty e.' Herald'is devoted to the bringing forward of Mr. Domett, (whom we have always looked upon as likely to engage the sympathies of Napier,) and in opposing him by recommending one Captain Newman. Some misapprehension oi the provisions of the New Provinces Act is visible in many of the letters, as for instance the natural one that the Superintendent is to be elected not only by but from the Provincial Council. The probable time of election is not indicated.
