CHINA.
Our Hong Kong dates are to the 2Stb September. The 'Colombo Examiner' gives the following brief digest of the news : — The news by this opportunity is scanty. The Earl of Elgin and Baron Gros were at Shanghai waiting the arrival of the Commissioners appointed by the Chinese government to arrange the details of the tariff. These latter were not expected to reach Shanghai before the commencement of the present month. The Russian Ambasador proceeds to Europe by this mail, and the American Plenipotentiary is in Japan.
Much sickness prevailed amongst, the .European community at Hong Kong, and we regret to observe in the list of deaths the names of several persons well known and respected in Singapore.
The «Overland Friend of China,' of 28th of September, says :—
As the American treaty was made first, the tariff for it should be completed in similar order. His Excellency Mr. lieed. does not see this, and lias gone to Japan.
The Russian Ambassador, Count Poutiatine, avails himself of the present opportunity to proceed to Europe, carrying a treaty recently concluded by his Excellency at the Court of Jeddo. Tariff details for the Chino-Russ Treaty are of j no moment apparently. , We hear of uo lega- j tion for arranging them either at Shanghai or Tisutsin. •-. . . - : ... French journals will -announce to Europe the •mcess of Admiral de Genouilly in effecting a landing on. Cochin China. In China we know little more than is contained in the following announcement, as made to this government through M. de Bourboulonnj H.l.M.'s Minister Plenipotentiary":— "TRA.NSI_.TION. "I, the undersigned Rear-Admiral Comman-der-in-Chief of the French and.Spanish Porces, charged with the demand of reparation due for the wrongs done to the governments of Prance" and Spain, and in virtue of the powers' belonging to me as Commander-in-Chief, declare that 'from the Ist of September, 1853, the bay and river of Turon, and the port of Chang Callao are held in a state of effective blockade by the I naval and military forces placed under my command. ' , . : ' . " Any ship which shall attempt to violate the blockade will be proceeded against according to international laws, and the treaties in vigour with neutral nations. " C. ItIGATJLT DE GENOUILLY. " Turon Bay, Ist September, 1858." News of the unresisted capture of the forts at Turon was brought here by the chartered steamer Scotland.- This vessel returns to Turon to-day, carrying some (runs for the forts,. and a quantity of fresh provisions. The latter urtiejes are g'rwatly needed, it is said. Annexation'ia the order of the day in Cochin .China. With the Russians on the north, and the Prench on the south, English security in China'will be wall'assured (!) ,
The Feast of Lanthorns is passing over without the slightest demonstration. The western suburbs/ which were wont to be profusely ■decorated at this feast with chandelierH, and cleverly executed imagery representing scenes
from their drama and nncient history, are &•> barren of ornament a* the old pena^ in Smithfield on a Sunday. We omitted to mention in our Canton notices the presence of a large number of beggars and blind women in the streets again.
