From July lsfc all impor; and export duties •will be augmented by -five kopecks a rouble. The additional revenue will be employed in the construction required on the frontier for railway purposes. M. A despatch from St. Petersburg announces that, from and after the 30th May, foreign ships -will be admitted to the ports of Poti, Anapa,' knukoum-kaleh, and Redoubt-kaleh, on the Black Sea. .: Five additional governments of Itnssia have -sa:it in their adherence to the new system of the •amelioration of the condition of the peasants.
