The Council met at 11 a.m,
Present, the Speaker, Messrs. Packer, Barker* Brittan, J. Beafey, S. Bealey, Blakiston, Dampier, Davis, Fooks, Hall, Ollivier and Westetira.
The consideration of" the Governors ■ Bay Koad Bill in Committee was deferred
ESTIMATES,
In Committee of Supply the granting a vote qf £50 to Police Constable Lorns, for injuries sustained in the service, was. postponed till Tuesday... ■ ,
In pursuance of a previous resolution, £500 was voted as a regard for the discovery of precipus metals in the province.
POSTAL COMMUNICATION,
The House went into Committee on Message No. ,34, recommending the Council to graut supplementary estimates, containing a vote of £1,000 for the establishment of Postal Communication with Melbourne, and of £500 for the expenses of agencies au Melbourne and Sydney.
A proposition to postpone the discussion of the former grant to a fuller House was refused' on the division, and the motion for the grant was negatived. .-.-.■ On the second vote (for agencies) an amendment, to the effect that the grant was desirable, but in the. absence of plans and a specific statement of expense, that it would be inexpedient to come to a definite vote, was carried.
The chairman then reported progress. A resolution to authorise the payment of Debentures from the funds that have accrued on the' capital account of the Association's Estate was postponed., The Education Bill and the Appropriation Bill were each read a tirst time.
On of Mr. Thomson fortlieproduction of ' despatches and coiTespondence from the General Government connected with the approaching dissolution of the . Council, it was stated that these documents would be laid before the Council on Tuesday.
A Message, IsTo. 36, was received from his Honor the Superintendent, and read by the Speaker, stating that the HarboTir Department had hitherfco been under the management ot the Provincial Government, but that the General Government had now referred the control of that 'department to the Collector of Customs. The Superintendent therefore asked the sanction of the Council for ceasingto make any payments on behalf of that service after the Ist August next. -
The Canterbury Association Reserves Amendment Ordinance was then considered in Committee. Some important alterations had been made; the clauses were considered and passed one by one, and the bill was reported.
The Provincial Council Extension Ordinance was then read a third time and passed, and numbered'B of Session VIII..
The House then adjourned till Tuesday.
