Every tender must contain a specification of the Public Work which it is proposed to con-* struct, and "the "sum "in "money for which the contractor is willing to "undertake it, and the time ■within which it is to be completed. 3. Every Tender must also contain a careful description of the portion of land which the contractor desires to receive in payment for work. 4. No Tender will be accepted on which the quantity of land applied for exceeds one acre for every Two Pounds Sterling of the value of ; the work to be. done. 5. No Tender will be accepted except on the written certificail* of the Provincial Engineer, that the work proposed to be done is of public benefit, and is bona fide worth thesum specified in the Tender. 6.
