SWITZERLAND.
The Swiss Fedei'al Assembly opened on tha 15th inst., the second part of its session. The events of Neufchatel naturally occupied the most prominent place in the speeches pronoun^ ced by the Pi-esidents of both Chambers. The opinions expressed on the subject by the Presidents of the National Council and of" the States are identical. They both congratulate, the Kepublicans of Neufchatel on having triumphed so promptly and so energetically without the assis? tance of the Federal troops, and solemnly pledge themselves, in the name of Switzerland, to reject all foreign intervention, and defend the integrity of the constitution.
