(From the Empire, Sept. 16.) We are indebted to Captain Moodie of the steamship City of Sydney, just arrived from Mcl bourne, for the subjoined particulars * of news brought to Port Phillip on the 12th instant:— Qukenscliffe, Sept. 12, 1856 —The Ship Almira, 1107 tons, from Liverpool, 3rd July, with 440 Government Immigrants, arrived this morning, at 7 o'clock. Only one paper was landed here, a ' Liverpool Mercury ' of July 2nd, from which the following items have been extracted. IMPERIAL PARLIAMENT. House of Lords, /une 30.—The Earl of Clarendon, in reply* to Lord Lyndhurst, stated, that the diplomatic correspondence between the Governments of England, France, and Naples, respecting the last men ioned was not yet concluded, but thatthe English Government would leave no means untried to put a stop to the occupation of. Italy by foreign troops. Hou SE of Commons, June 30.—0n the motion of going into a committee of supply, Mr. Moore rose to move his resolution respecting the enlistment question. He was opposed by Mr. Brown, who considered it was not right to provoke a discussion on a question which, if left undisturbed, was in a fair way of amicable adjustment. Mr. Moore justified the course he had taken, declaring his conviction that the ministry by their conduct had forfeited all reliance on their honour and good faith, among the American people and Government. Lord Palmerston condemned the attack made by ■Mr. Moore on Lord Clarendon, denied that deception had been practised on the American government, or that their laws had been violated, and also justified the course taken by the government in not dismissing Mr. Dallas in retaliation. A division ensued on the question. For the motion, 80; Against ■it, 274; Majority against, 196. On the same evening Lord Palmerston stated that •a special bill would be brought in to enable the Bishops of London and Durham to retire ■irom the Episcopal Bench, according to their request. UNITED STATES OF AMERICA. All the candidates-for the Presidency have been selected. The ' Know-Nothings ' met at New York, on the 12th June, and elected as their candidates Mr. Hanks, jun., for the presidency, and Mr. £<\ Johnston, of Massnchusett.s, for the vice-presidency. A split occurred during the proceedings ; the New Jersey delegation and others quitted the convention, alleging that it was becoming too partial to extension of slavery ; they opened another convention and nominated K. '1. Hockton, of ,\ Tew Jersey, and K. Kayner, of North Carolina, as their candidates. The hope that th<»~ Know-Nothing party would make a selection of candidates acceptable to the FreejSoilers or Republican has been disappointed, the latter having,
on the 17th, met at Pennsylvania and nomi nated Colonel Freemout as their candidate, thus making four candidates for the Presidency, vix., Buchanan, Banks, Stockton, and Freemont. The feeling in favour of Buchanan is not very enthusiastic.
ITALY. It appears that preparations for war are being made in Lombardy. Austria is daily increasing the number of her troops. She has supplied the fortress of Rouenza with provisions and improved artillery. An inefficient attempt has also been made to reconcile Crenevilli, and the Duchess of Parma, so that the Austrians may have a point (Vappui beyond the Po in the event of hostilities taking place. Contrary to the general expectations the political trials have been resumed at Naples. MISCELLANEOUS. Marseilles, July Ist.—The Euphrates has arrived with advices from the Crimea to 21st June, and Constantinople, the 23rd. When the mail left, there only remained 2000 Frenchmen in the Crimea. On the 28th June, the Prince of Prussia took leave of the Queen and Prince Albert, prior to his return to Prussia. Therevenue returns for the quarter ending June 30th, 1856, show an increase of £424.052 on the corresponding qnarter of last year ; the increase on the year is also most satisfactory, being no " less than €4.101.620 as compared with the year ..ending 30th June, 1855. Funds.—Tuesday, July Ist.— Consol account. 9/U t o 95%: 3 per cent., 96± to 96§; Bank "stock, 217 to 218 ; Exchequer bills, 13 to 16 premium. No intelligence respecting the mail communication or the probable time of the departure of the new Governor of Victoria.
