Gentlemen, — A WRIT having been issued for the election of a member for the Christchurch Country District, in the House of Rep. resentatives, I venture, in accordance with the wish of several electors, to present myself to your notice, as a candidate for the vacant seat. Nine months have elapsed since I appearec' before you fora similar purpose; my subsequent public career, as one of your Representatives in the Provincial Council, will ha; induced you, I trust, to enlarge, rather than 1 withdraw your confidence in me. You will remember that I told you if&rr essential that your choice should fall upor\2^€ who possessed commercial experience; s opinion which recent events has confirmed. Ye have seen the necessity for it in the altere Tariff, which has been so hastily thrust throng the General Assembly; a'tariff which neve could have stood the ordeal of any number c mercantile men, setting aside as it does a! recently recognised principles of commerck legislation. The principle in England, latterly has been to reduce the duty upon all article essential for the consumption of the people the present tariff has ■■the opposite effect. Upon some articles it will result almost to a prohib" tion; upon others the duty has been doubled upon many it has been increased one-third while cottons, calicoes, flannels, and even ft " blue shirt" are placed, most unfairly, in th same category with the choicest silks, and cost' jewellery. The use of a colony to its mother country in the extension of its home commerce, and i opening up new fields for its superabunda' productions, but this novel system will material check our trade, and press most heavily upon ti consumer, It is unnecessary for me to dwell upon an other topics which have been under the conside ation of th.c General Assembly, as a proper tin will present itself for this purpose. The opinions I entertained when I last at dressed you are unchanged. I should endeavor to strengthen the hands of the Government, I saw that it laboured to advance the interes. of the colony, to develope its resources, and ; promote its internal improvement; and I shou) oppose most vigorously any attempt at th enlargement of Provincial authority; at the sam time, I should zealously watch over and suppor every measure having reference to the ren interests of this province. ■I must ask you to excuse a personal canvass. To many of you I* know it is an annoyarv^ ; and I am inclined to believe it is too oftenj|p,nter- (- ference with that liberty of action whi?f*-ftould distinguish men upon these important occasions.
