But if any person holding a License under tlie Canterbury Association or the Crown shall voluntarily resign the surse, he shall be entitled to receive a licence under these Regulations, and shall from the date of such exchange hold his run at the rale and on the conditions specified in these Regulations. Amendments to be proposed by Mr* Barker:— Addition to Clause I, — ' Add " so far as they are repugnant to the Provisions of these Regulations." Addition to Clause 2, —■ At the end of Clause 2 insert " except as hereinafter provided." Omit Clause 43, and insert, — "If any person shall, with the permission of the Provincial Executive Government, at other than the public com, make, complete, or repair, or cauee to be made, completed or repaired, any work of public utility in the Province of Canterbury, such person shall, upon application to the Waste Lands' Board, and upon producing- a certificate, signed by the Superintendent for the time being, certifying that such work has been so completed and is approved of by the Provincial Engineer, be entitled to claim and shall receive a free <rrant of rural land in such situation as he shall select equal in value to the work ao executed at the current price of such land to an ordinary The selection to be made subject to the conditions as to choice,- form, and frontage, contained in these regulations. New Clause to be inserted after Clause 44 :— Whereas it is of importance to the prosperity of this Province that free Immigration be encouraged as much as possible : —Be it enactedthat in case any person shall prove to the satisfaction of the Waste Lands' Board that he has immigrated to this Province subsequent to the passing of these Amended Regulations, and that he lias since resided therein for the space of 12 consecutive months, and that during that lime he has not been convicted before any lesjal tribunal of any offence or misdemeanour: he shall be entitled to claim and shall receive a free grant of Rural Land : lo be selected by him subject to the same conditions as to selection, form and frontage, as if the same had been sold to an ordinary purchaser : to the amount of 10 acres of land for each adult, nml 5 acres for each person under ago. In the cose of inanied women and aiiuors, or in theca^eof the death of any such Immigrant otherwise qualified to receive such grant, previous to the time when such claim could have been made, then the light of claim, selection, and property in the laud so to be granted shall belong to the husband, parent, guardian, or heir-at-law of. such parties respectively. Provided always that where the amount of land so claimed by one person shall amount in all to less than 20 acres, the claimant shall pay for the balance in cash upon the same terms as other purchasers of rural land, anything in these Regulations to the contrary notwithstanding : Provided also that in ease the applicant at the period of his application shall stand commuted for trial for any offence as aforesaid, such application shall not be decided upon until the result of the trial shall be publicly known, and in ease of conviction such application shall be rejreted.
