The Speakkh ruled that the memorial could not he received, save as the petition of ihe individual whose sole signature it bore. Petition ordered to lie on the table. Dr. Donat.d mured, and Mr. Olmvttcu seconded, that the chum of the contractors for raising the steamer Alma he referred to a select committee.—Carried. Dr. Donald die* the attention of the Government to the overcrowded state of the Lyttelton Gaol. Mr. Tancrkd said that the Government had it in contemplation to enlarge the jiaol shortly. On the motion of Mr Dampiku, seconded by Capt'riin VVkstknha, Sidey's Improremeiit Bill was read a first timp, and referred to a si lect committee ; consisting of Messrs. Dampieu, Hai/L, Thompson, Packer, and the Provincial Secketaky. The Speaker left the chair, and the House resolved itself into committee on the English Agent Bill. Mr. TJaix brought up the vppovt of the Select Committee on Public Works. It stated that, after making payments for education and other outlays, that the balance in hand for public work's, for tlie present year, would be about £3,300.—The report was received. My. Taxcred moved the second reading of the Public-house Bill, and went through the various clauses of the measure. After some observations from Messrs. Hat.l and Westhnra, the bill was read a second time. In committee, on the Roads Bill, the Ist. clause was postponed ; the 3rd, 4th, and .Till clauses were passed; the 2nd declaring •' thei'" «ball be a Provincial Officer, who shall be (.•;»'led the Provincial Engineer" deleted from the Rill : and the 6th was amended as follows "It shall be the duty ot the Waywarden, subject nevertheless to such advice and instructions ns he niiiv from time to time receive from the Provincial Engineer, so far as the ironies in his hand from time to time applicable to the purpose may admit, to provide for the making and keeping.in 'repair of all roads, not being main roads, and drains not beinir main drains, ithin his district, and of all works necessary to the construction and maintenance thereof."
