Firstly, by the grant of a bonus to any person or company who Shall establish such com-munications-calculated-on the loss likely to be sustained. Secondly, by guaranteeing a certain rate of dividend on the capital embarked in the'undertaking. Thiidly, by advancing a part.of the capital required.
