The following interesting -"''summary is from the Liverpool Mercury of No veniber 21 st: —.'['", The American papers last received contain the official proclamation confirming the formal convention .entered into between the United States and; Russia with a view to perpetuate those principles ,of the right of .neutrals at sea which the twocontracting parties recognise a's "indispensable cj.nditionsof all freedom of navigation and maritime trade." That free ships make free goods—that is to say, that the effects of goods belonging to subjects or citizens of a power or state at war are free,from'.-capture or c6nfisc^atipn\vhen found on bpSrd';ineutral-'Tesspls^"-with" the exception of articles of war. '.".:.■ 2. That the property of neutrals on hoard an enemy's vessel is not subject to confiscation, unless the same he contraband of war. The Government of the United States and the Emperor of Russia engage to appl);, these principles to the commerce and navigation of all such powers and states as shall consent to adopt them on their part as permanent and iminutablei The two contracting parties reserve to themselves to come to an ulterior uuderstand'ing,.as circumstances may require, withjegard to the application and extension.,to be given, if there be any cHtise for it, to the principles laid down ; but they do declare that henceforth they will take the stipulations above-mentioned as a rule, whenever it shall become a question to judge of the rights of neutrality. All nations which consent to accede to the rules of the Convention, by, a formal declaration stipulating to observe them, are to enjoy the rights resulting fiom such accession in the same way as they are enjoyed and observed by the two Powers signing the Convention. t
