We have received files of the Wellington and Nelson papers by the "Flash" from Wellington. There is no later news from England. The mail from Ballarat does not bring satisfactory intelligence—the digging population being still in a \ery unsettled state. The "Pandora" brings no newspapers and no news from Ctago, Our contemporary the Otago Witness gave notice, not long ago, that it intended to keep pace with the progress of the Settlement. It does not appear now above once in three weeks.
