A BILL to enlarge the Provincial Council, and to alter the Electoral Districts of the Province of Canterbury. Whereas, by an Act of the Imperial Parliament passed in the 15th and 16th years of the reign of Her Majesty Queen Victoria, entitled " An Act to grant a Representative Const tution to the Colony of New Zealand," it was enacted, That it should be lawful for the Governor by Proclamation to constitute within each of the Provinces by the said Act established, convenient Electoral Districts for the election of Members of the Provincial Council and of the Superintendent: and to appoint and declare the number of Members to be elected for each such District for the Provincial Council, and to make provision for the registration and revision of lists of all persons qualified to vote at the elections to be holden within such districts: And Whereas, The Governor of New Zealand did accordingly by a Proclamation bearing date the sth day of March, 1853, constitute certain Disti'icts for the election of the Superintendent and members of the Provincial Council of the Province of Canterbury, and did appoint and declare the number of members to be elected to serve in the Provincial Council for each of the said several districts; and did further make certain provisions for the registration and revision of the lists of persons qualified to vote as aforesaid : And Wheeeas it is expedient that the said provisions made by the Governor under the authority of the said Act, should be amended so far as the same relate to the number and extent of the Electoral Districts, the number of members to be elected for each District, and the mode of registration, revision of the lists of persons qualified to vote at such elections, and that other provisions should be made in that behalf. Be it therefore enacted, by |the Superintendent of the Province of Canterbury with the advice and consent of the Provincial Council thereof, as follows : — 1. The provisions so made by the Governor of New Zealand, under the authority of the said recited Act of the Imperial Parliament, in respect to the number and extent of the said Districts, the number of members of the Provincial Council to be elected for each, and the registration and revision of the lists of persons qualified to vote at such elections, so far as the same are repugnant to the provisions of this Ordinance, shall be, and they are hereby declared to be, void and of no effect. 2. The Provincial Council of the Province of Canterbury, from and after the next dissolution thereof, shall consist of twenty-four members. 3. The Province of Canterbury for the purposes of the election of the Superintendent and the members of the Provincial Council thereof, shall be divided into seven Districts to be named as follows : — 1. The Town of Christchurch. 2. The Town of Lyttelton. 3. The Kiiiapoi District. 4. The North Christchurch District. 5. The South Christchurch District. 6. The Lyttelton District. 7. The Akaroa District. and the bonndaiies of the said Districts shall be those particularly set forth and described in the schedule hereto annexed; 4. The number of members to be elected to serve in the Provincial Council for the said several Districts shall be as follows : 1. For the town of Chrisichureb, five members 2. For the town of L\ ttelton, five members 3. For the Kaiapoi Disiriot, one member 4. For the North Chi is church District, four members 5. For the South Christchurch District, four members 6. For the Lyttelton District, three members 7. For the Akaroa District, two members.
