Before I conclude, let me urge upon you the great importance of forming in a complete manner the electoral roll of the Christchurch Country district, and of the Province generally. The month of April is appointed by the existing law for the sending in fresh applications to he^placed on the roll. I hope that you will make such arrangements, by active Committees or otherwise, as shall provide without fail that every inhabitant of the Province of Canterbury who" possesses the qualification of an elector, shall take the necessary steps to become entitled to exercise the privilege of voting.
