LONDON,
March 18. It is stated that the German Government lias offered its services with the view of bringing about an amicable settlement of the Franco-Chinese difficulty, It has transpired that Mr Gladstone in November last, demanded that the Eussians should withdraw their troops frorn IS arahi, on the Afghan frontier, but the Eussian Government refused and the dernand thereupon lapsed.
