The Anglo-Russian Difficulty.
LONDON, March 13. Pacific assurances have been receiyed from the Czar in regard to the Afghan aifair. The "Standard" states that Earl of Dufferin, Viceroy of India, has been warned to prepare for emergencies. It also states that the Ameer of Afghanistan has been assured that his territorywillbe protected. On the visit ofthe Prince of Wales to Ireland. March 14. At a meeting of Parnellite Members of Parliament to-day it was resolved that the projected visit of the Prince ofWales to Ireland is ill-timed bnt wiri 1 e deprecating any incivility to His Poyal Highness it is recomended that the Insh people abstain from accordmg the Prince any formal reception.
