The Anglo-Russian Difficulty.
London, March 11 Parleying is still proceeding between England and Russia on the Afghan question, but so far as is known no progress has been made towards an amicable settlement. The "Times" states that Russia has made further advance into the Afghan territory in defiance of England' s protest, and a collison is now considered imminent. Sir Peter Lumsden, of Afghan frontier commission, has been directed to take the neecssary measures to organise an Afghan defence. The Afghans now hold Robat Pass, and steps are now being taken to fortify Herat,
