February 4. A man has been arrested who is believed to be implieated with GHlbert, now in custody in connection with the dynamite outrage at the Tower of London . Tbe Cbinese outworks at Kelung hav© been captured by the French, with a loss of eleven killed and fiftythree wounded. Portugal has seized the banks of the Congo. Tnformation has been reeieved of a rebel onslaughter near Suakim. Heavy fighting ensued the British and Egyptians succeeded in effecting tbeir escape with the loss of 80killed.
