LONDON, January 4. The Powers propose to guarantee a loan to Egypt providing that England evacuates betore a fixed date. General Campenon, Freuch Minister ofWar,has resigned that position in c.onsequence ofthe refusal of'Government to send further reinfoicements to Tonquin. General Lewal will probably succeed him. It is reported that the Czar of Bussia has been crowned Emperor of Central Asia.
