OUTLAWRY OF WAR NOTE: (Received Tuesday, 7.20 p.m.), . WASHINGTON, Feb. 27. Tho State Department has handed the French Ambassador a reply to-M . Briand’s note of January 21 on outlawry of war. The text is withhold but it is understood it urges the French acceptance of the American proposal for a multi-lateral treaty.
