The New York Times' Washington correspondent states the War Trade Board has made a definite plan to reopen trade relations on a large scale with parts of Russia and. Sibenia uncontrolled by German interests or Bofsheviks. Material .aid will bo extended to the Czecho-Slovaks. The plans provide for the exportation of not leas than 200.000-tons of commodities. Russia will be permitted to ship goods to the United States in order to pay for the commodities received 1 .
