LOCAL AUTHORITIES AND PUBLIC HEALTH. Mr Si dixy brought up a report on the Public Health Bill, rccorrmending that it be allowed to proceed with the amendments suggested. Hon. G. TV. llussell moved that the House go into Committe on the Bill. Mr Luke said the Bill was an admission on the part of the Minister that the local authorities had not had all the poweTs necessary to fight epidemic*. They could only look after the streets outside of buildings—they could not go inside the homes. The City CV>uneilfi ought to have full control of the sanitation and public health of their cities. There should bo no divided authority. Tire bill was read, sligHntly amended and pajssed. The House went into Committee of v Supply and passed nearly a million's worth' of supplementary estimates, etc. in half an hour. » The House rose at <5.25 a.m. after sitting all night, and was to sifagain at noon.
