[ELECTRin TELEGRAPH —COPYRIGHT.] | (Per Press Association.) Received this diay, 9.35 a.m. New York, November 22. Mr Howard, President of the United States Press Agency, has returned from France. In a statement he said: 'JMy cable that the armistice had been signed was 'baped on an official bulletin given out for publication by Admiral Wilson, the highest American Naval Officer in French waters. It was also announced at an American luncheon at "a club in Paris at which the American naval men were present. The news caused a celebration at Brest and 1 other coastal, towns."
