Turkey's Surrender.
London, October 31. Britain has officially received Turkey's proposals whitfli are tantamount to an unconditional: surrender. An Allied fleet passed through the Dardanelles at'; six o'clock this morning. The Secretary of State for the Colonies forwarded i:lie fallowing official cable to the Governor-General: "Some daya ago General Townsihiend was liberated in order to inform the British Admiral in commanidi m the Aegeani that tlvo Government of Turkey had asked thai; negotiations should be opened immediately ;[<>r an armistice. "A reply was sent that if the Government of Turkey sent fnllly-accvodiited pjeiiipotentinriew, V'ico-Admiral Oa.lthorpe was empowered to inform them of tine conditions oh which tlhe Allies would agree to a cessation of hostilities and sign an armistice on those conditions on behalf of the Allies. "The Turkish plenipotentiaries arrived at Htidras early this week, and an armißtioe was signed by Vice-Admiral Ca'lthorpe on belialif of the l Allied Governments on the night of October 30. This armistice came into operation at noon on October 31. "It is not porsible as yet to publish the full terms of the armistice, which include— - "The free passage of the Allied, fleet through the Bosphorus into thr Blacic Sea. "The occupation of the forts of the (Dardanelles and the Bos phorus to secure the passage of the fleet, and "The immediate repatriation of Allied! prison era of war." # i
