The German reply to President Wilson's note asks the United States to approve of no demand irreconcilable with the German people's honour or the opening of a way to a just peace Germany agrees to cease submarining. She further suggests that an opportunity be given for fixing the details of the evacuation of ocoupied territories. The reply protests that the German Navy has never purposely destroyed lifeboats with passengers. Germany expresses her preparedness to allow a Neutral Commission to investigate the charges.of devastation. The British east of Courtrai are rapidly advancing along the Scheldt, taking many prisoners. The Franco-Serbians have reached Zaitchar.
