The Times' Washington correspondent says Prince Lvoff, .first president of tlhie Rusrau Provisional Government, has left Siberia and is coming to the United States tor the purpose of explaining what aid the Provisional Croyernnient needs. State Department despatches from Stockholm report that passengers arriv. ing from Fetrograd say that living conditions in Petrograd and Moscow are terrible. Foreigner*'-lives are in dancer. Tliey state tßiat semi-starvation and cholera are raging .in Pctrograd.
