Tardieu) has cabled from Paris a summary of the military events of the past five months as bearing on the present situation. He says: "Paris i® no longer theatened. Direct rail communication' between Paris audi Calais and Paris and Nancy Ihias been 'reestablished. The Allies ba.ve wrested the initiative from the Germans, fording tiie German High Command to light a. defensive campaign and admii the seriousness of the situation, "Judging from reliable documents ■apparently only 24 fresh divisions nw\' compose the Gorman reserves and 23 otiheais are being reformed. Prisoners statements, secret documents and letters reveal great discouragement among the German troops. They no longer believe victory possible. Germany now realises that the French _and BrifeWi reserves are not 'up and is forced to admit the value of the American army.
