Received 10.25, this day. Amsterdam, March 20.The Socialist deputy David caused a sensation in the Reich staff by declaring that the Ger man delegates at Brest Litovsk surrendered to the militarists. Hoffman threw in the victor's sword turning the scale for the treaty and causing widespread indignation in Germany. The nation doubted the honesty of the German policy. It could not reconcile Hertling's promises of self determination with his accep tance of the .militarists demands.
