KAISER'S WAR GUILTINESS.
Predicted Outbreak Twelve Years Ago. Keceived This Day 11.40 a.m. New York, Doc-17. The New York Tribune declares that the Kaiser in 1908 predicted the world war in the course of an interview printed for the Century Magazine but suppressed before publication at Germany's urgent request. All the copics were burned except one wliicli is intact. This shows that the Ivaiser charged England with neutralizing Germany's growing power. The interview reeked with abuse of King Edward and slander of the Catholic Church in Germany and elsewhere. The Kaiser also characterised the Anglo-Japanese alliance as un Christian.
