London, Dec 12. : The Daily Chronicle's Petrograd correspondent states the German armistice terms were: First, the evacuation of Petrograd by the Russians until a general peace is reached, but no provision as to whether the capital should be occupied by the Germans. Secondly, the Baltic fleet to be disarmed. Thirdly, the whole Ukraine to be cecled to Austria including the northern shores of the Black Sea. The population of Petrograd is restless and many are fleeing in anticipation of the meeting of the Constituert Assembley. Only a hundred members have arrived. The members of the Electoral Board, which should make the arrangements for the meeting; are imprisoned.
