WELLINGTON, Last Night. A statement on licensing legislation was made by Mr Massey to-day. He said that Cabinet had unfortunately been unable to do more than keep abreast of the session's business, but during tlie recess it would be its duty to consider proposals with the object of placing before Parliament next session proposals to placc the licensing question on a more satisfactory footing. The suggestion of a bare majority was not intended to apply to the licensing question as considered triennially by the people, but to the proposals of the National Efficiency Board for Continuance or National Prohibition with compensation.
