Mr Bonar Law, in answer to a question as to whether reprisals would be deferred until the Air Ministry was established, said ",£(o. General Smuts clearly stated the Government's policy. "It is our intention to employ aeroplanes over German towns as far as military needs make machines available," he said. Berne, October 17. Several German newspapers significantly doubt the wisdom of air raids on open towns. The Munich Post urgently demands an agrei n-.ont by all the belligerents to desist as it only hardens the war spirit j of the vi' tims.
