The French Commission, authoritatively reviewing the recent course of the war, declares the Germans have reached their supreme military effort. For the first time since the beginning of the war there has teen a clear decrease in the total strength of the German forces. Germany has been forced to call up part of the 1919 class and to break up newly formed regiments to reinforce the fighting units. Despite the Russian upheaval, the intensity and continuity of the Franco-British offensive has prevented Germany getting the benefit of her valuable reserves. Germany retains great powers of resistance which will take all the strength of the Entente to break. But those resources are diminishing at the very moment when the military situation demands their increase. The Franco - British araiies have reached their full strength and are capable, with the United States, of maintaining this enormous strength until the end of the war. This will prove decisive in ] the 1918 operations. 1
