Balfour will be Premier within two months from the present time, and that hostility to the 'Hon. W. Churchill is developing. There is a desire in England to liavo I'rcsirlciit Wilson immediately to declare the United States war aims. NEUTRALS STARVING. Nan sen, head of the Norwegian mission, declares that (Norway is facing starvation, and ds- willing toi release millions of tons of shipping in return for the privilege of importing food. Holland also is willing to exchange ships for food, provided that ships be not sunk through the submarine zone.
