HELENSVILLE TOWN BOARD
MONTHLY MEETING.
The adjourned meeting of the above Board was held on Thursday evening last. Present: Commissioners Jas. Stewart (chairman), C. S. West, R. Screaton, J. F. Lambert, jnr.. W. Coutts, A. Forrester and W. Downer, and the clerk (Mr W. F. F. Raisher). MINUTES The minutes of last monthly meeting were read and confirmed. ■' ' new Storage dam. - The chairman's action in instructing the Board's engineer to proceed with preliminary work in constructing the new dam, and also to prepare work for Mill Road was approved (Crs. Lambert —Forrester). In reference to the road leading to the dam, the engineer had recommended the lower road. An application had been made to the Minister of Public Works for £150 to spend on this road to put* it in order for carting material on. A reply was received from Mr Coates stating he would endeavour to get the money. The chairman stated that more money would be wanted now, and it was decided to write again, and endeavour to get £200 for.the road. PUBLIC HEALTH ACT. Important clauses affecting local bodies contained in the the amendments to the above Act, were received. These especially related to the control and inspection of infectious diseases. It was stated that in future the Board pay £17 per year fee for inspector's visit. Previously £25 per year was the amou»t payable per year, but such amount has not been paid for two years, as the Board has not had ' the services of a health inspector. On the motion of the chairman, seconded by Cr. Downer, it was resolved to pay £17 per annu m asked for. Whah Bridge. A letter was received, stating that a Commission in respect to proportions due on this proposed new bridge, would take evidence at Auckland on January 27th. Tlje chairman stated that the recent tally of traffic over the bridge showed that the Board should contribute less than the l-48th demanded. It was resolved (Crs. West — Lambert) that the chairman, and ' any other members who could, attend the sitting of the Commission. UNEXPENDED GRANTS The Public Works Department wrote in respect to the following amounts voted the Boarrl for expenditure: HelensvilleHot Springs Road, £250 (£ for £); Awaroa Road £100 (£ for £). - It was decided to endeavour to lift grants after end of financial year. The chairman stated that in the case of Ratawiri Road the Board had expended £140 of their own money against £100 granted: LICENSING EXPENSES. A demand was received from the Hobson County Council for £46 19s 'for licensing expenses due by the Board, covering a period of two yea,rs. Members were of opinion that expenses in connection with electing the licensing committee were two heavy. The total cost for electing the last committta amounted to £110. The chairman moved, seconded by Cr. West, that the amount be paid. MOTOR BY-LAWS. " In accordance with notice of motion by the chairman at the last meeting, the draft of new by}aws regulating motor traffic in the town district was considered. This by-law is known as No. 3. The schedule of charges for licenses for motor vehicles plying for hire has been revised. The chairman proposed, seer ended by Cr. Forrester, that the fees for motor buses be £12. — Carried. The chairman proposed, seconded by Cr. Downer, that the fees for motor cars by £10.—Carried. Cr. Forrester proposed, seconded tjy "Cr. Forrester, that drfver's license be increased from 10s to £I.—Carried. The chairman proposed, seconded by Cr. would be adjusted, viz., a license taken out after^ June Ist would cost two-thirds of total amount, and taken during last three months of the year would be one half the total. RENOVATING. The^ question of painting the Board's office was discussed, and it was decided to call tenders for the work, which was left in the hands of the chairman and Cr. Forrester. Some necessary carpentering is also to be undertaken, SURFACEMAN. Two applications were received for the position of surfaceman. Cr. West advocated that the surfaceman's duties be fully laid down. It was no use employing men who hesitated about impounding cattle, and tackling similar jobs for fear of offending someone. On the motion of Cr. Forrester, seconded by Cr. Lambert, Mr E. Hall was appointed to the position at the award rate of wages. ACCOUNTS. Current accounts were passed for payment. Debit balance last meeting was £921 12s 11. Today it is £707 16s lid. GENERAL. The weekly half holiday will remain-as usual for the *" ensuing twelve months. Unless a move is made to have a change, the half-holiday is automatically fined from year to year by the Labour Department. The Board's solicitor is to be instructed to again make application to the Public Trust Office in connection with the electric light loan. The clerk stated that a copy of the new award for the Northern Industrial Local Bodies' Labourers had come to hand — three months overdue. A lengthy report on the 'Hara-ilton-Helensville Main Road Commission was received. It was decided to temporarily appoint a dog-tax collector. It was decided to commence tarring and sanding footpaths at once. Members expressed^ the opinion that the new valuation of the town district must be done before the next rate is struck. The meeting then concluded.
