HELENSVILLE TOWN BOARD

MONTHLY MEETING.

There were present at the above meeting held on Thursday evening, August 12th, the following: Commissioners Jas. Stewart (chairman), C. West, T. D. Johnson and H. Thompson. Crs. Aitkenhead, McLeod and W. Coutts were absent. MINUTES Minutes of the previous meeting and of a special meeting on Monday, July 26th, re striking a special rate for additional water supply, were read and confirmed. 1 ROUGH FOR CATTLE. The question of completing the agreement with the Waitemata County Council re placing a drinking trough for cattle at the top of cemetery hill, beyond Mr M. Hafford's residence, was discussed at length. It was eventually decided, after much detail, and on the chairman's casting vote, that the trough be placed in accordance with the 1916 agreement entered into with the Waitemata County Council. The chairman stated, incidentally, the Board had no money for this work, but something else would have to be cut out. MOTOR LORRY LICENSE. An application was received frojn a local lorry owner for a license to ply for hire in the Town Board area. This application came up before the Board on May 20th, but was deferred owing to applicant not being able to pay full amount of license.

The chairman explained the circumstances of this case since the first application, stating he had stopped applicant running the lorry on the Monday prior to the present meeting, for certain reasons.

Applicant was present, and asked why he should not be granted a license, whereupon the chairman made further explanations.

The upshot of the long discussion which followed was a motion by the chairman, seconded by Cr. West, that application for license be refused until applicant can bring a recommendation from Constable Hunt (as traffic inspector) that said applicant is a fit person to ply for hire. ROAD DEVIATION. The Waitemata County Council wrote, enclosing plans of proposed deviation on the Maungakura road, necessitating owing to a big slip on the road, and asking the Board if it was willing to part with a portion of freehold property they (the Board) have, for purposes of deviation. On the motion of Cr. West, seconded by Cr. Thompson, it was decided to give the Council permission to cross the Board's property, provided the old road was left open. FENCING ROAD. A letter was received from Mr D. McDonald, re fencing the road giving access to Board's catchment property, asking Board to pay part cost. It was decided to reply, informing Mr McDonald that Board will meet him in the matter, and will inspect area on date to be decided upon. KUMEU DEVIATION. In regard to the proposal for deviating the railway line at Kumeu along "the water front to Auckland, the Hobson County Council wrote supporting the proposal. A reply from the Otamatea County Council expressed sympathy with the scheme, but thought the completion of North Auckland Main Trunk to Whangarei was of prior importance. PROPOSED PARK. A sketch plan of the area proposed to be acquired was submitted by the Board's engineer. The total area is about 75 acres. The Board's solicitor (Mr W. E. Barnard) reported having interviewed owners of aieas affected by the proposal Further consideration of the matter was deferred until next meeting. FISHERMAN'S WHARF. It was reported that the Board was not in a very satisfactory position in regard to collecting dues from this wharf, which the Board controls. It was decided to procure a list of boats using the wharf, and to prohibit boats which fail to pay the fee —£1 Is per year—from using the wharf. GENERAL. Correspondence was received from several engineering firms requesting particulars of the proposed light installation, and it was decided to reply to-same. The State Advances Office wrote stating that the loan for water supply had been formally gazetted.

It was decided to accept the Kaipara R. S. A.'s invitation to a smoke concert on August 16th.

A complaint was received as to the state of the road at Wilson's corner. —It was decided to remedy same by widening the turn when scoria, which is particularly hard to procure, comes to hand.

Several complaints were received regarding increased water charges, and the clerk was instructed to reply to same.

The Ofcamatea County Council wrote asking that a delegate from the Town Board attend the forthcoming conference at Maungaturoto regarding the main Auckland-Kaitaia road. —It was decided that the chairman attend on behalf of the Board.

It was decided to attend to the portion of road by Hunter's property, in railway street, which floods badly during heavy rain.

A number of accounts were passed for payment, The debit balance stands at £770 2s.
