HELENSVILLE TOWN BOARD.

THURSDAY, AUGUST 9TH

PRESENT Comrs. J. F. Lambert (chairman), H. Thompson, H. Graham, H. Aitkenhead, E. T. Field, Jas. btewart, and the clerk (MrW.F. Raisher). MINUTES Minutes of previous meeting were read and confirmed. CORRESPONDENCE ' Outward correspondence was confirmed. RAILWAY DEPARTMENT An opinion was read from the Board's solicitor in reference to the question of compelling the jj&ailway Department to connect ■jHjfh the town sewer. / After some discussion it was resolved—That the Health Inspector be interviewed and asked to report on the sanitary condition of the Railway Department's premises at Helensville. CATTLE NUISANCE The damage done to the streets and footpaths by cattle when driven through the town was again discussed, and the opinion of the Board's solicitor was read on the subject. It was found that the Board had no power to levy a tax, but with the Governor's sanction cattle could be declared as " heavy traffic." This, the members of the Board thought, would be unworkable, as it would be hard to estimate the damage done by the cattle driven through the streets. After some discussion, the Chairman proposed and Com. Aitkenhead seconded —That the Board members meet at a date to be arranged, and discuss the matter of the cattle nuisance in regard to damage to roads and footpaths '• INWARD CORRESPONDENCE From the State Advances office advising that the Department was prepared to advance the amount required (£1400) for the Board's share of the bridge, and enclosed forms to be filled in. A communication from the Grafton Football Club asking that a football match be arranged with their Club and the Helensville school boys. The letter was handed to the Chairman of the School Committee to attend to. From the Minister for Internal Affairs, thanking the Board for its decision re free burial plots •for returned soldiers. From Town Clerk, Auckland, forwarding a copy of the new City by-laws. From the Helensville School Committee, re the state of the path between the two schools. — This work will be completed when the material comes to hand.

From the Waitemata County Council, stating that repairs to the • Cemetery-Horseshoe Road had been deferred owing to insufficient means. ELECTRIC LIGHTING . Messrs Hamlin and Co. wrote re lighting the town of Helensville with electricity, and asked the Board to get a guarantee from two-thirds of the ratepayers that they would become consumers.It was resolved that the Board could not obtain this guarantee, but if the light was installed they would assist the company in every possible way. DRAINAGE IMPROVEMENTS Com. Graham brought up the question that when drainage works were carried out the contractors should be compelled to leave the roads and footpaths in proper order, and not in the disgraceful state as had been done in the past; He stated that the roads were now in a bad enough state, but he thought that contractors' should not make them ■vyorse. There was a by-law re■;74*4ng to this whereby the conhad to make a deposit P^vrth the Board as a guarantee that the road and footpath would be left in good order, an d this by-law should be enforced. Com. Graham also asked for certain street improvements, and was prepared to supply the drain tiles for the work. The work had been sanctioned some time ago,and he thought it should be gone on with. It was resolved that by-law 76 and 77" be enforced, and that contractors be compelled to leaye a deposit of £2 with the Clerk when asking for permission to carry out drainage work. Com. Aitkenhead spoke regarding the'manner in-which certain improvements to the roads had been carried out, t and thought they had been done most carelessly. There were, he thought, many necessary works to be performed, and advocated certain work near the Show Ground. J,he Chairman stated that the material for this work was on order,, but had not yet come to hand. - Cora. Thompson asked the

Board to procure a quantity of half tiles in order to carry out certain work in Mary Street, stating that this method of draining would get over the difficulty of rain water which was now so troublesome. After further discussion it was resolved —That the Road and Footpath Committee make a general inspection, and report at the Board's next meeting. SPEED OF MOTORS Com. Thompon spoke in regard to the speed of motors, and considered that restrictions should be made to lessen their speed through the town. He mentioned that he had seen cars travelling at the rate of 66 miles an hour. Com. Aitkenhead thought this impossible, as the cars could not get up that amount of speed going through the town. If a speed of 40 miles an hour was attained that would be the limit. Even at that pace it was quite safe providing the drivers were careful, and he thought local owners were. Com. Thompson said he alluded to strange cars, and maintained that restriction of speed was necessary to safeguard the public. TIME OF MEETING It was resolved, in accordance with notice of motion —That in future the Board meet at 7.30 p.m. instead of 8 p.m. as previously.
