Neutrals' Attitude—Will not follow America — Aeroplane Raid on Bruges — Further Gain on the Tigris.
It iis reported that Spain and Switzerland have declined Mr Wilson's invitation to break off diplomatic relations with Germany. Dutch newspapers point out that Holland, owing to her geographical position, would run a considerable risk in dismissing the German Ambassador.
Preparations continue to be made in the United States for the contingency of war. Bills have been brought before Congress to authorise the Government to take over the railways, telegraphs, and interned- ships, if necessary; steel companies have been warned to be ready to make munitions; and partial censorship has been established. British naval aeroplanes attacked Bruges Harbour, in Belgium. Heavy bombs fell on the torpedo craft and docks, and building were set on fire. Activity is reported from the French line in Alsace and Lorraine.
