NOTICE OF MEETING TO CONFIRM SPECIAL ORDER MAKING BY-LAWS PUBLIC NOTICE is hereby given that the following resolution (which was passed at a Special Meeting of the Helensville Town Board held on the 23rd day of November, 1914) will be submitted for confirmation as a Special Order at a Special Meeting of the said Board, to be held at the Town Board Office, Helensville, on MONDAY, the 21st day of December, 1914, at 7.30 p.m., viz. :— " That the Board do by Special Order make the By-laws set out in the draft produced to this meeting." A copy of the proposed By-laws is deposited at the legal office of Edward Thurlow Field, Chairman of the Helensville Town Board, Helensville, and is there open for inspection of the public during office hours from this date to and including the said 21st day of December next. The object of the said By-laws is as follows :— PART I—INTRODUCTORY To Provide—For repeal of existing bylaws ; for definition of expressions used in the By-laws ; that marginal notes not part of By-laws; as to services of notices ; and as to penalty for breaches of the By-laws (except Part XII) £20, and £5 per day for continuous breach. PART lI—AS TO GOOD RULE AND GOVERNMENT OF THE TOWN DISTRICT To Prohibit—Placing rubbish or refuse receptacles in public places; carry load on footway so as to cause obstruction or (without permission of i Board) conducting cattle, truck, barrow or vehicle along footway ; burning articles in public places or in open so as to endanger bnlldings ; leaving inflammable articles in public places or in open space near a building without permission; injury to streets and public places by dragging timber or other material ; spilli ing offensive matter in public places ; keeping goats without permission of Board ; allowing geese to wander ; \ allowing drippings of eaves to fall on_ footpath ; erecting placards and j painting advertisements without permission ; opening sewers or cellars or other openings from roadway without consent of Board ; neglecting to clean yard, wall, passage, drain closet or avenue so as to cause nuisance ; rolling casks; beating carpets; playing games to annoyance j of public or obstructing public place or private street' ; ; discharging missile so as to cause ■ dapa^e or danger ; discharging firearihs, or explosives without cat^e; blasting without _ leave of Boajrd; placing obstruction so as to cause danger; nerlecting foundation of buildings so as-, o endanger footways ; non-repair of 1 ences, rails, etc., to cellars, etc., an<; keeping same open longer than neolessary; omitting safety precautions when forming street or erecting hoarding or scaffolding; exposing goods for sale on footpath or public place; suspending meat over footpath or public place; wrongfully disturbing public by ringing fire-alarm, bell, etc.; slaughtering or skinning animal in public place ; drowning animal or placing remains in stream, etc.; leaving dead animal on land ; leaving dead animal in Town district; exposing horses for sale, hire or show or shoeing or dressing same in a public place; loitering with a vehicle ; damaging or polluting water-courses fountains, etc.; damaging trees or other property of the Board ; interfering with street lamps ; driving a cart, etc.. without owner's name; other obstructions. PART 111. —IN RESPECT OF STREETS To Pr.oh.ibit —Oyerhangirjg trees ; standing on verandahs w-ithout. permit ; erection of balcqny over- foqtway or street. To Empower the Board in respect of, — Projections over footway or street; awnings over footpath. To Regulate—Repair of verandahs over footway ; drainage fa:1 surface water; drains under footways ; orossings ; placing of building material and erection of scaffolding, ladders, etc., on streets and publio places, etc.; seourity from builders for repairs to footpaths. To Prohibit—Use of engines or mortar mills on public streets; encreachments on streets; allowing cattle to wander at large or graze on streets. keeping or turning on to streets or other places of impure or waste water or other matters so as to be offensive ; carrying on noxious trades so as to be a nuisance or detriment. PART VI.—IN RESPECT OF WATERWORKS To Regulate, License, and Control and provide for inspection and testing of pipes, cisterns, taps, valves, meters, and other waterworks fittings and plant used or intended to be used byconsumers in connection with the Board's waterworks. Generally to Regulate the use of and charges for water from such waterworks, and to regulate, license and control plumbers and other persons engaged in any works connected with the water supply ; and to prohibit damage to or fouling of such waterworks. PART VII.—IN RESPECT OF HAWKERS AND PEDLARS To Regulate, License and Control hawkers and pedlars. PART VII.—IN RESPECT OF THE CEMETERY To Provide tor the division of the Cemetery areas and sale of burial rights therein. To Regulate and Control and prescribe fees for digging of graves and interments. To Regulate.—Transfer of burial rights and the keeping of plan and records relating to the Cemetery ; fences and tombstones and other monuments and the keeping in repair thereof; planting and keeping in order of shrubs and trees; construction and repair of vaults and interments therein, and the use of horses and vehicles in the Cemetery. PART IX. — IN RESPECT OF LICENSED VEHICLES AND DRIVERS To Regulate, License, and Control.— Cabs, vans, anci omnibuses, and the drivers and conductors therof. To Provide for the inspection of. such vehicles and to regulate the use thereof, and the conduct of drivers and I conductors thereof. PART X.—IN RESPECT OF HEAVY TRAFFIC To Regulate, Classify, License, and Control vehicles used in heavy traffic. PART XI.—IN RESPECT OF COMMON LODGING HOUSES To Define, Regulate, License, and Control common lodging-houses and the keepers thereof. Generally to regulate and provide for the orderly, safe, sanitary, and proper conduct and management of common lodging houses. PART XII. —IN RESPECT OF BUILDINGS AND THE SITES THEREOF To Regulate License and Control the erection of new buildings and the sites thereof and to prescribed minimum areas, frontages and air spaces, and penalties for breaches of this Part of the By-laws. PART XIII. —IN RESPECT OF BUILDINGS FOR PUBLIC MEETINGS, ETC. To Provide for. —Licensing of buildings for public meetings, etc.; the extent of the audiences to be allowed and the passages to be left open; and to prohibit public concerts and entertainments on Sunday, Christmas Day, and Good Friday without leave of Board, PART XIV. —IN RESPECT OF BILLIARD-ROOMS AND SHOOTING GALLERIES To Regulate, License, and Control billiard - rooms, bagatelle rooms, bowling alleys, skittle alleys, and shooting galleries and the keepers thereof, and to provide for the orderly conduct and management thereof. PART XV.—IN RESPECT OF NEW I ROADS To Regulate and Prescribe Conditions to be observed in respect of the laying out and making of new roads. PART XVI.—IN RESPECT OF THE PUBLIC LIBRARY To Regulate the ho,i\rs during which th,e Library shall be open, and the conduct o,f persons visiting the sajne, To Prohibit disorderly oanduot in or upon Library premises. To Prescribe age limitations, on persons visiting the Libary. To fix the subscriptions and conditions far borrowing books from the Library. To Prohibit persons suffering from infectious diseases from using any of the Library books. To Prohibit persons from damaging books or other property connected with the Library, and generally regulating and controlling the conduct and management of the Library and the property and premise^ c&n.nected therewith.
