Sir, —I am directed to inform you, with regard to complaints that unregistered plumbers are doing sanitary work in your Town District. That Helensville was proclaimed a district within which, in the meaning of the "Plumbers' Registration Act, 1912," no sanitary plumbing could be done by an unregistered plumber, and that it is the opinion of the Board when any offence relates to sanitary plumbing in a district, then the local authority of that district should take proceedings. Its officers are the persons who should detect the offence, and could therefore prove that the offence had been committed. The regulation of the drainage and sanitation of the district is in the hands of the local authority, and it is clearly its duty to see that the law relating thereto is complied with. —I am, etc., R. Pirani, Secretary. The Clerk and Inspector were instructed to"take action against any unregistered persons doing sanitary plumbing.
