The General Manager of Railways (Mr Hiiey) proposes to set up a Suggestions Board to deal with proposals for the improvement of the railways service generally. Lord Roberts says it is unthinkable that the army will be called out to fight Ulster, and that if such a position arose it would be the army'swruin.
