He admitted that if attacked by Austria his people would be beaten, but at a fearful cost to the. victors. That a collision between Austria and the Balkan League has *been averted doubtless gives relief to all Europe. It is reported that Italy also desired the task allotted to Austria, of enforcing the Montenegrins to evacuate Scutari, but the Austrians did not consider such action necessary. The decision of the War Council has yet to be ratified by the Montenegrin Parliament, but it |is not likely to be altered, and thus ends an episode that seriously menaced the peace of Kurope. The Austrian-Italian plans for the pacification of Albania involve further dangerous issues, but the storm area will most likely be confined to the .Balkans, and the nations who apparently are acting in concert with the Powers.
