Pipe, Tjuck Question ■■■ ■>w j '■'■, ; The Engineer (H. Munro 'Wilson.)) ■wrote stating that he had received, a j proposal from Mr Stanton (solicitor for Mr Hand's compensation claim) - to the effect that Mr Hand w rould accept the £50 offered by the Board for a pipe track provided the Board 'agreed to let him have water in the ■:.. two streets when required at the same rate as was chaiged others within the Town district He saw no Teason for not accepting this off er.
The Chairman said he had interviewed two of the members when the offer came and had then instructed the Clerk to write and accept it.
•Mr'Stewart objected to "the water. service being placed at tlie disposal of anyone outside the town boundary at the same price as the people resident in the town, wiio had also to pay a special rate of Ifd to get the water scheme. If Mr Hand wanted the water service* he should allow, his property to he rated like other people. After^ putting the Board to ail the trouble he could, the benefits of the scheme were thrown to him. Continuing, .Mr Stewart said he had a piece of land at the other side of Awaroa creek which was rated, hut the Boai'd did not take the water there. He objected to anything Tiding done to let off an outside property from paying same as in. town. The Board had paid Mr Hand for his land/and paid for the pipe track, and the latter.was now to escape payment ■of the rate if he put up a house outride the town boundary. sOther •people-who came to -live in the town -would have to pay, and there should Ibe a scale of charges'for .people outside the boundary to ho charged by meter.
Tho.Chairman, contended that the Board had followed the best course. 'j^hey were getting otit of a tight corner for next to nothing.
Mr Wilson said' the position the !Board had been in recently should .never have occurred. Mr Stewart thought the matter had Ibeen decided too hastily. The Board did not know what would happen in the nest few years.—The Chahmuu said the Board would come out right. He would move, that the ofler from Mr Hand's lawyer be accepted. The Board would pay the £50 and supply water for the two streetsy at .ordinary .rates. Mr Wilson seconded the motion, "whhich was carried. ' - i? :' - The Drain-age Scheme. The Secretary of the Marine Dept. re the Board's drainage scheme, stating that the Board had not yet advised what they-intended-to do in regard to locating the outfall so as not to be a nuisance and a danger to the public health, nor was it stated ■whether any satisfactory arrangement had been'made with Mr Johnson. The Chairman said tho plans for the outfall had been completed and would shortly be to hand. He had seen the Johnsons .about their objection, but the position was unaltered. In reply to'Mr Stewart the' Chairman said Mr Johnson was the only oha who had objected. Mr Stewart suggested that it he advertised that plans for the outlet could W|fien at a specified time, and if #^ssf?were no objections the work could then be gone on with. He argued that this was the proper procedure. ( . The Chairman did not agree with the idea of advertising for objectors to the scheme, that should havd been 3ong ago. . r It was decided to interview Mr Johnson in regard to his grievance, then communicate with the Minister agamy '/".
