For the second time, the British House of Commons has passed a Bill to give Ireland self-government. Since the agitation in favour of the Irish Home Eule began about 1870, there have been two ether attempts to reach the ideal. Mr Gladstone in 1886 saw his Bill defeated by 343 to 313. In 1893, the veteran leader of a hundred Liberal crusades obtained the sanction of the House of Commons to his second Home Bule Bill the voting being 301 to 297. But the Lords threw it out very promptly and decisively. Now, Mr Asquith has put his mea sure through the House by the big majority of 110. There was no fluke about this divsion, for 624 out of a total o.f 670 members or nearly 93 per cent,, took part. The Government is certainly entitled to hearty congratulations.
